Good Morning! On this day in 1864, members of the Virginia government who had remained loyal to the Union met in Alexandria and voted to abolish slavery in the state. "Slavery and involuntary servitude (except for crime) is hereby abolished and prohibited in the State forever," they wrote. It could not be enacted until the defeat of the Confederacy the following year.

Arrest in Virginia Beach Shooting

The Virginia Beach Police Department charged 18-year-old Matheus F. Cavalcante with 18 counts relating to Saturday night's shooting near the oceanfront.

Six people, all between the ages of 18 and 24, were wounded when two shooters reportedly exchanged fire. Police released surveillance photos of the suspected shooters, but have not identified a second shooter.

Authorities also brought in 37 juveniles over the weekend for violating the 11 p.m. curfew law. Of those, 34 were released to their parents with warnings, while three were arrested, two for illegally carrying firearms.

Virginia Beach's earlier curfew—10 p.m. for unaccompanied minors—takes effect on March 19.

Virginian Killed in Iran War

Army Chief Warrant Officer 3 Robert M. Marzan, killed by enemy fire last week in Kuwait, had recently purchased a home in Spotsylvania County. The circumstances surrounding his death are under investigation, but appear linked to an Iranian drone strike.

His niece said he was nearing retirement after more than 30 years of service to his country.

"Chief Warrant Officer Marzan served our nation with courage and dedication, and his loss is deeply felt not only by his family and fellow service members, but by the entire Spotsylvania community," Rep. Eugene Vindman said.

Seven American military members have been killed in the Middle East since the action against Iran began on Feb. 28. The Norfolk-based USS Gerald R. Ford strike group is taking part in the mission.

Some Potomac Warnings Lifted

The Virginia Department of Health partially lifted the recreational water advisory that had been in place for the Potomac River from the Route 120 Chain Bridge to the Route 301 bridge in King George County, although a warning remains in place north of Chain Bridge.

The advisories were issued after a DC Water sewer pipe in Maryland shattered in January, dumping more than 200 million gallons of raw sewage into the Potomac.

Downstream, the Virginia Department of Environmental Quality was scheduled to test the river water again yesterday.

Some Virginia residents may be on the hook to pay for repairs to the damaged sewer line. While federal aid will pay about 75% of the costs for repair and cleanup, several entities and some of their customers will cover the rest.
