Negotiators Miss Colorado River Deadline

The seven Colorado River states were unable to agree on a new management plan before Tuesday's federal deadline, leaving the future of the water supply unclear.

The current agreement ends Dec. 31, though its rules will remain in effect through fall 2026. Upper Basin states, including Colorado, have been at odds with Lower Basin states over who will bear the brunt of water cuts in the drought-pressured basin.

In a joint statement, state and federal officials said they've made enough progress in the talks to warrant an extension, despite not resolving any key questions about how to manage the water supply for 40 million people.

If the states still can't reach a consensus by February, the federal government may step in to implement its own plan, which would take effect next fall.

School Board Weighs Trans Athlete Ban

Douglas County's school board held its regular public meeting Tuesday, the last before it flips from a 4-3 conservative to a 7-0 moderate majority on Nov. 24.

Both items on the agenda drew controversy. One proposal, titled Preserving Safety and Fairness in Sports, would ban transgender athletes districtwide from participating in sports that don't match their biological sex.

Attendees were divided over the measure, which one member called a "political statement" by the outgoing conservative slate. A vote on the policy won't be held until the new board is installed.

The other item, a proposal to let charter schools operate under 10-year instead of 5-year contracts, was widely opposed by public commenters and failed in a 3-4 vote.

Northern Lights Dazzle Colorado

Aurora borealis, or the northern lights, could be seen across the state Tuesday night, illuminating the sky with brilliant red, pink, purple, and green hues. See photos here.

The rare far-south appearance of the lights, caused by a severe G4 geomagnetic storm, went beyond forecasts, surprising both Coloradans and forecasters.

While Tuesday's auroras were quite bright across Colorado, their colors appeared more intense in photographs due to cameras' greater light sensitivity.
