Gov. Josh Stein announced the state's emergency response plan on Wednesday for coastal areas impacted by a strengthening Hurricane Erin, a day after declaring a state of emergency in North Carolina.

As of 11 a.m. on Wednesday, the National Hurricane Center reported Erin was sustaining winds of 110 mph, just after Stein announced the state was coordinating with local agencies and had deployed 200 National Guard troops equipped with high-clearance vehicles, swift water rescue teams, and coastal highway and ferry support.

Most roads were passable Wednesday morning, with minor to moderate overwash, but more severe conditions were expected around 6:30 p.m. at high tide.

The state has launched readync.gov/erin to provide information on the latest weather conditions, evacuation orders and zones, open shelters, and driving conditions.

Wilmington police arrested 46-year-old Jason Lee Beach on Tuesday after his car struck the Eastern Carolina Veterinary Referral building at 5051 New Centre Drive, rupturing a gas line that caused the building to explode and rock the entire block.

The Wilmington Fire Department confirmed four firefighters were injured in the explosion.

Beach, who is being held on a $100,000 secured bond at the New Hanover County Detention Center, was charged with a DWI-felony serious injury, possession of drug paraphernalia, hit-and-run/leaving the scene, reckless driving, and failure to maintain lane.

The administrator of Eastern Carolina Veterinary Referral, Gary Walker, said the center was just weeks away from opening and had been a project four years in the making.

Asheville's official tourism organization, Explore Asheville, announced Tuesday that it will host the Celebrating 100 Years of Americana & Appalachia concert series on Nov. 7 and 8 to commemorate the Asheville Sessions.

A kickoff event will be held on Nov. 6 at The Funkatorium in Asheville.

The Asheville Sessions were recorded by OKeh Records in August 1925, featuring Western North Carolina musicians like Bascom Lamar Lunsford and Ernest Helton. The sessions are considered the earliest commercial Appalachian music recordings and are credited with helping to lay the foundation of America's country music. Learn more here.
