The ruling by the Ninth Circuit Court of Appeals blocked a lower court ruling that ordered command of the Guard be turned over to California Gov. Gavin Newsom. Trump's lawyers said the president took over California's National Guard to restore order and to protect Immigration and Customs Enforcement (ICE) agents as they conducted raids across Los Angeles.
